The pursuit passes a broken-down vehicle that is on the side of the road. As the line of cars passes under a set of power lines the suspects car blows a tire and they go through the median and into the northbound lane of I-15 going southbound. Angel starts driving the Highlander as if he is trying to hit another vehicle.
Angel tells Meagan, “If I don’t die today, I’m going to make sure you and your family die, too.” Deputy Ryan sees the highlander sideswipe a small blue car as they are driving in the opposite lane of the freeway. As Angel exits the vehicle he says to Meagan, “I’m going to save the last bullet for me.”
Edward is trying to avoid the vehicle that has just jumped through the median when it sideswipes him. He pulls over to the side of the road and starts getting the necessary things ready for the police for an accident report. He starts thinking about where his registration is, his insurance card, his driver’s license. He looks up in his rear-view mirror and sees that two people have exited the vehicle that just hit him and are heading his way. He puts his head back down and concentrates on getting the documents he knows he will need.
When Angel exited the vehicle he did not put the vehicle in park. The vehicle after Meagan exited it slowly starts to roll off the freeway. Edward hears someone yelling, so he looks up and to his left he sees Deputy Taylor standing at the side of the road motioning him to continue to drive and get out of there. He slowly starts to move forward. Deputy Thompson exits his vehicle and starts to move towards the incident.
Deputy Taylor and Worwood exit their vehicles as the Highlander comes to a stop, it is now disabled from the tire spikes that it recently hit. Both the occupants exit the Highlander and Angel, the driver, starts a mad dash towards the blue vehicle that he side swiped. Meagan is following but at a slower speed. The officers yell, “Get down, get down.” “Stop, stop.” As Angle reaches the passenger side of the blue vehicle.
Deputy Taylor starts yelling “Go, go, go, go, go.” To the driver of the blue car. The driver and Deputy Taylor make eye contact and he takes off just as angel tries to pen the passenger door. Angel gets the passenger door open 12 to 18 inches before Edward stomps on the gas and takes off. Moments before that Deputy Thompson fires a shot over the hood of the car trying to stop Angel from either shooting Edward or hijacking his vehicle. Angel falls to the ground and Edward hears a gun go off. Edward then drives to Nephi where he is eventually interviewed by police.
Deputy Taylor starts yelling at Angel and Meagan, “Get down, get down, get down.” Megan then lays down on the cement, and then se starts to lift her torso off the cement and starts to pull her knees up as if she is getting ready to stand up. Deputy Worwood yells at her to not move and to stay there. Megan then would lay back down.
After the Edward in the blue vehicle are clear of the scene Deputy Taylor Thompson and Worwood drop to their knee and open fire on the male suspect. Deputy Thompson fires three rounds, Deputy Ryan fires two rounds Deputy Worwood fires a single round. In response Meagan lays down on her stomach in the cold wet snow.
Angel runs as the Deputies return fire. They lose sight of him as he runs off the other side of the freeway. Deputy Taylor runs towards the northbound side of the freeway, he runs down through the median and when he reaches the other side of the median he is confronted by Angel pointing a gun directly at him.
There is another exchange of gun fire between Angel and Deputy Taylor. Angel again disappears from sight. Deputy Taylor yells, “Show me your hands. Show me your hands.” Deputy Taylor drops to his knee again to reduce his exposure, and again yells, “Show me your hands.” Deputy Taylor sees Angel again as Angel gets him in his sights. He shoots two rounds. The first one misses, the second one hits Angel, Deputy Taylor sees something black fly to the side of the road. He assumes that he hit the gun out of Angels hands because he was not hit by the two shots Angel fired towards him. He then hears Meagan scream in an angry upset tone, “You shot him in the sing head.”
Deputy Taylor stands up and starts working his way across the freeway towards where Angel was. As he approaches, he notices that Angel is laying on his stomach looking at him with both hands under himself. After the other officers start advancing towards Angel Deputy Taylor puts his knee on Angels shoulder to keep him down in an attempt to try to pin his arms under him.
Trooper Sheets drives past the incident in the southbound lane and then does a U-turn to block north bound traffic. As he passes he sees Angel and Meagan get out of the vehicle. He focuses his attention on Megan who is now laying prone on the ground. Trooper Sheets starts moving towards Megan, and says, “Put your hands where I can see them.” Meagan had put her hands under her to try to keep herself out of the inch or so of water that had started to accumulate on the freeway from the snow and slush. She extends her arms out from underneath her. “Keep your hands out,” he tells her as finishes his approach to her. He then puts his knee on her back and grabs her hands. After pulling her hands behind her he puts her in cuffs. Officer Sheets then patted her down looking for weapons. As they are walking back to this vehicle, Meagan says, “he said if I didn’t, he would shoot me and my family.” He then puts Meagan in the back of his vehicle, “Put your feet in the car.” Meagan does so and slides into the back seat of Trooper Sheet’s vehicle. He then puts the seat belt across her and snaps it into place. She rests her hand cuffed hands on the back of the seat and tries to get comfortable. Cold, tired, confused, and ears still ringing from gun shots being shot feet from her ears without ear protection. Trooper Sheets closes the back door and then has to instruct a car to stop. Trooper Sheets then informs dispatch that he has the female in custody. He then turns his attention to what is happening north of him and goes to see if they need any assistance.
All of Meagan’s clothes are soaked from laying on the freeway for close to five minutes as the events unfolded in front of her. She did not have any type of rain or snow gear on.
Angel starts to struggle to get his arm free from underneath himself. Deputy Worwood steps in as well and tries to control Angel’s other hand. Deputy Thomas says, “Where’s the gun?”. Deputy Taylor looks towards the object that he saw fly from Angel when he was shot and realizes that it was a pair of sunglasses. At that point the officers realize that Angel still is in possession of the gun and is trying to get it free from underneath himself.
Deputy Worwood pulls Angel’s right hand out from underneath him and the gun comes out with his hand. Instantly Deputy Ryan steps on Angels right hand that is hold the gun so that he can’t raise it and take another shot at the officers.
Deputy Worwood then wrestles the gun free from Angel’s hand. Angel then starts to struggle to get his left hand to his waist band. The officers work to get him handcuffed. Deputy Taylor says, “Relax, Relax. What the hell are you reaching for?” At this point the officers think that he is reaching for a second gun. They finally get his second hand behind his back and both handcuffed. Deputy Taylor then discovers that it was not an additional gun he was reaching for but another magazine for the gun that Deputy Worwood had recovered from Angel’s right hand.
Deputy Shepherd from the Utah Couty Sheriff’s office arrives on scene, and takes the gun and the magazine from Deputy Worwood.
Deputy Taylor then starts to administer first aid to Angel. Angel asks Deputy Taylor for some water. Deputy Taylor responds, “I can’t give you a drink because you’re probably going to need surgery.” Angel replies, “I’M thirsty. I’m so f***ing thirsty.” Deputy Taylor knowing that Angel needs medical attention, again replies, “Well, I can’t give you a drink. I can’t do it right now.”
Angel then looks up at Deputy Taylor and says, “Why don’t you let me kiss my girlfriend with my last dying breath.” Deputy Taylor responds, “That ain’t going to happen.” Deputy Thompson goes to his patrol vehicle and retrieves some gauze that Deputy Taylor then uses to try to cover up the wound in Angel’s head. Deputy Ryan gets on his radio and calls for an ambulance. They are attempting to keep water and dirt from getting into the wound. The officers find a second magazine in Angel’s front left pants pocket.
Meagan is still in the back of Trooper Sheets car and she says, “Why Baby?”. “Honey Why?” As she watches the medical personnel and deputies taking care of Angel and loading him into one of the two ambulances that have arrived on scene. Deputy Worwood is standing in front of Trooper Sheets vehicle holding the suspects gun in his hand.
Trooper Sheets moves his vehicle so that it is now facing Southbound and helps with directing traffic in the Northbound lanes to turn in the median and head Southbound while the scene is documented and secured. Meagan is still sitting in the back of his police vehicle. He gets out of the vehicle to assist the other officers. Meagan says, “F***ing ho, man”. Meagan complains to Trooper Sheets that her handcuffs are too tight and that her pants are falling down. He spends the next few minutes adjusting her handcuffs. He helps her back into the car and puts the seat belt into place. Trooper Sheets then closes the door and returns to helping the other officers. Trooper Sheets then is instructed to take Meagan up to the Santaquin Police Department. The only thing Meagan says during the transport was, “I tried to get him to stop.” She is then transferred to Utah County Deputy Patty Johnston.
