Offender Number: 184077 Jose Angel Garcia-Juaregui (Inmate #42807)

Angel was in the Utah State Corrections system from 03/03/2008 until he was paroled on 12/04/2012. His parole ended on 1/31/2014 when he was killed after a stand off with Utah police officers from several different agencies after shooting two officers.1

While conducting a cell search a small plastic bag containing an ink like substance was found inside Angel’s deodorant Stick. The paraphernalia was confiscated and disposed of. - 08/23/2008 – Event
Angel was out of his cell at 21:10. Lock down time was at 20:30 it was noted that Angel may of jammed the door so it would open, his cell door was not opened by staff. - 10/18/2008 – Event

2009

Angel was found out of bounds after lock down. At 21:30 he was found playing cards in the day room, lock down was at 18:00 - 02/22/2009 – Event
Angel altered his shoes, he tucked the high tops down and sewed them. It created a natural compartment to hide things. He was told to return them to normal or they would be confiscated. - 02/23/2009 – Substance abuse test – tested negative

One inmate put something down the back of Angels pants. He was asked what he was putting in his pants. After a pat searched a radio was found down the back of his pants. The radio was confiscated. - 07/19/2009 – Event
Because Angel had received five negative notes in the last 10 days, he was referred to OMR.

The Bonneville Community Correctional Center opened in the 1980s and has capacity for 74 male parolees. Its staff works to stabilize and transition parolees, including sex offenders and mentally ill offenders, to the community. Parolee Progress:
Angel obtained lawful full-time employment upon his release from custody. He has had three different employers since being paroled in December 2012. Angel has not been referred to the Utah State Board of Pardons and Paroles for an alternative event or parole revocation proceedings during this parole.
Angel currently owes supervision fees in the amount of $406.99. He has made no payments towards his financial obligations. Angel has also agreed to sign a Waiver of Personal Appearance to amend his parole stipulations. Angel is asked to pay $8,233,90 in restitution to the office of Victims and Crime, formerly Crime Victims Reparations. - 12/10/2013 – Office Report

Angel claims he got a concussion at the house after hitting his head on a door and hasn’t been able to work. Def paroled from the Utah State Prison for the first time on 12/04/2012. He transferred is parole to Salt Lake from Provo on approximately 12/10/2013. On 1/29/2014 the Board issued a warrant for absconding, failing to establish residence or record and employment. On 1/30/2014 Angel was involved in a shooting where he shot and killed a Utah County Sheriffs officer and wounded a Juab County Sheriffs office. Angel was also wounded and died of his injuries on 1/31/2014. The board recalled his warrant and closed his case on 2/27/2014.
