Pregnant Chetney Williams and her 4-year-old daughter, residents of Levan, Utah, are driving down Lehi Main street in the families Highlander SUV to attend an appointment with her daughter’s teacher for a parent/teacher conference. They are traveling towards the underpass on I-15.
Angel tells Meagan to take the next exit, which is exit 222 in Nephi. The white Tundra driven by Meagan exits I-15 heading towards Nephi Main Street hitting one of the reflective poles along the side of the offramp. Because of the tire spikes damage to the front tires Meagan is having a hard time turning the vehicle. The Tundra stops under the interchange and Angel exits the passenger side of the vehicle and Meagan exits the drivers side. There is a tow truck as well as another vehicle that is being driven by a Nephi citizen.
Angel looks at Meagan again and says, “I got everything. You better f***ing follow. You better remember what I said Get out and follow.” Meagan responds, “Okay.” Then Angel starts to head towards a white Ford pickup truck, that has a glass rack on it, that has stopped under the underpass that has two occupants returning from work. The driver Joey Lunt and his business partner Troy Pace stop. Troy has turned around in his seat and is watching the events behind them unfold. Joey is also watching through the side mirror of his car.
Troy sees Angel shot two shots from his handgun at the tow truck that is driving under the underpass. Then he changes direction and starts to run towards the Highlander that is being driven by Chetney Williams with her daughter in the back seat.
The driver of the tow truck, Donovan Steele from Nephi, Utah sees the events unfold. Donovan was driving with his windows up and his scanner turned on. He does not hear any shots, but he sees the gun fire two shots and notices the recoil of the gun.
Angel runs into the road pointing his gun at everyone that is around. Meagan was slowly following Angel into the intersection. Deputies Worwood and Taylor exit their vehicle and start yelling instructions to Angel and Meagan. Taylor yells, “Stop, stop, stop. Get down. Get Down.”. Officer Robinson approaches the interchange in her vehicle and starts to give them instructions over her intercom. Deputy Taylor contemplates taking a shot at Angel but because of the number of people around the intersection he decided not to. The tow truck driver drives away as fast as he can.
Officer Robinson misses the exit and then slows down and does a U-Turn and heads down the opposite direction on the south bound on-ramp. She uses her police vehicles PA system to tell the suspects to put their hands in the air and to stop running.
Deputy Thompson also misses the exit, he pulls his vehicle to the side of the freeway. He grabs his long rifle from his vehicle and runs 40 to 50 yards to the I-15 overpass. He looks over the edge and sees Angel run under the overpass holding his gun out in front of him.
Angel turns and takes a shot at Officer Robinson as she drives down the on-ramp. They then start to run towards the other car in the intersection. Angel stops in the middle of the road and then turns and fires two shots at Deputy Worwood and Taylor.
Chetney Williams is on her phone talking to her realtor. Her phone is a new Verizon Samsung Galaxy with a screen protector and a pink case. When she sees a lady standing in the middle of the road with a sweatshirt on waving at her in a panic. Chetney throws her phone down and quickly pulls off to the side of the road to help her. Then she sees Angel also running towards her, with a gun in his hand.
Officer Robinson again over her PA tells the suspects to “Stop running.” But nobody stops, they keep running towards the vehicle. Deputy Thompson is about to climb the fence to see if he can get a view of the suspects between the bridges of the northbound and southbound lanes of I-15. He pauses as he hears on the radio that they have changed directions.
Angel runs to the stopped car and forces the driver out at gun point. Chetney hears the passenger side door open, and Meagan sets down without saying a word to Chetney.
Angel points the gun at Chetney and screams through the door, “Get out. Get out.” Chetney replies, “Can I please get my baby?” as she opens the door. Angel then points the gun towards her torso, and her unborn baby and then says, “You better hurry.” Chetney opens the back door on the driver’s side and struggles to get her baby free from a car seat in the back. Her baby’s heavy coat gets stuck as she tries to remove her from the car seat. Chetney yanks as hard as she can trying to get the baby free. Angel is now in the driver’s seat and is slowly starting to move forward. Finally, Chetney is able to get her baby free and slams the door. Angel speeds off in the hijacked car. Chetney is left standing in the street clutching her child. Angel drives the now hijacked car up the on-ramp to get back onto I-15 south bound. As he passes Officer Robinson in her car, she crouches down using her car as a shield. At this point she knows the suspect has shot one officer. Deputy Worwood and Taylor return to their vehicle and resume their pursuit. They drive pass Officer Robinson and start heading southbound on I-15. Deputy Thompson runs back to his vehicle and heads southbound to try to join in the pursuit again.
As Angel drives the car back onto I-15 and heads southbound, he again tells Meagan, “You know I wouldn’t hurt you, right? I promise I’ll get you out of this mess.” Again, Meagan just responds with “Okay.”
A car pulls up behind Chetney and Kelly Ballow, says, “Chetney, get in the car. I’m here to help.” Kelly was on his way to the teacher’s conference as well with his kids. He is also from Levan, Utah and knows Chetney. She climbs into the car and sits there holding her baby tightly. Kelly’s kids that are also in the car are now crying as they watch the events unfold in front of them. The car belongs to an old friend of hers, but in her current state she did not recognize him. She just sits in the car dazed, not daring to let go of her child after the incident she was just part of.
Then Kelly waves to Officer Robinson, she drives down to the bottom of the ramp and talks to Kelly. Officer Robison then exits her car and walks over to Kelly’s car to talk to Chetney. “Are you hurt? Did they shoot you?” Officer Robison asks her. Chetney responds, “No, but I’m really stressed and I’m pregnant and I think I need to go to the doctor.” Chetney at this point was having a hard time breathing. Officer Robison then takes Chetney and her child to the local hospital to make sure everything with them was ok.
Chase Continues
At mile marker 219 Trooper Kelsey is preparing to set up another set of spike strips. At this point all that Trooper Kelsey knows is that the suspects have switched vehicles and are now heading southbound on I-15 in a gold colored SUV. The snow continues to fall.
Angel notices Chetney’s phone sitting on the passenger’s side floor. “Pick it up, and unlock it.” Meagan picks it up off the floor and when she tries to unlock it she is blocked by a password prompt. Angel then starts to roll down her window and says, “Throw it out the window.” Meagan then throws the phone out the window.
Deputy Taylor notices at mile marker 220 something is thrown from the vehicle window. It lands on the edge of the road in the snow. The object was black and red in color. They continue their pursuit. The pursuit has slowed to about 70 miles per hour. It appears that the gold SUV is having a harder time being driven as fast and as hard as the white pick-up truck was.
As the pursuit comes to mile marker 217 Trooper Kelsey can be seen by the suspects. They try to avoid the spike strip that the Trooper has deployed but are unable to do so. Both driver side tires are spiked by the strip and quickly lose air. Deputy Ryan, Deputy Thompson and a Utah Highway Patrol vehicle catch up and join the pursuit. All vehicles have their emergency lights and sirens on.
Edward Felsing is driving his blue Subaru Northbound on I-15. He is traveling back from Las Vegas to his home in Kamas when. His uneventful drive is disrupted by Angel losing control of the now hijacked vehicle followed by a long line of police vehicles.
